A Question about Dressing of Women in Absence of Men

1. I am from a gulf country, it is a tradition here that women wear short sleeve((very short sleeve, known as Cap Sleeve)) with big neck showing cleavage ((Dress name>> Fustan)) in wedding ceremonies in absence of men, just women are present, No men is allowed there. My question is, Is it haraam for women to wear short sleeve dress with big necks(showing cleavage) in front of females only ,no men, just females only ? Or mahrams?

2. Or if a just only wear short sleeve dress only short sleeve, not with big necks (not showing cleavage) in absence of men in wedding hall then is it allowed?

3. Is it halaal to take digital pictures with such wedding dress and store them in personal computer (not showing them to any non-mahram?)

I am asking this because I am confused, people and some scholar here say that its not haraam to wear such dress in absence of men in wedding hall because Allah says in Qur’aan clearly(interpretation of the meaning):> > “…and not to reveal their adornment except to their husbands, or their fathers, or their husband’s fathers, or their sons, or their husband’s sons, or their brothers or their brother’s sons, or their sister’s sons, or their (Muslim) women …”[al-Noor 24:31]..(Such as uncovering the head, hands, neck and feet) so according to this aayat just presence of women you can wear half sleeve…….If not Allow then if someone wears Fustan (dress name) then how should it be just in presence of women?

Note: Wedding Hall for women are Separate, no men is allowed, just women present there.
Please answer me if allow or not according to Quran and strong Hadith.

Now you have the English translation of the fatwa:

In the name of Allah, most gracious, most merciful;
Answer1, 2: Cloth of women must cover their whole body. It should not be tight and thin which shows the figure and parts of body or their beauty. Such dresses are not cloths of Muslims but ‘gifts’ of strangers (non-Muslims), so clothing of such dresses is Makrooh (abominable and disapproved.)

Apart of husband, clothing such short dresses is not good even before other women and Mahaarim (family members).

Answer3. Storing pictures and videos of such functions and festivals in computer is not recommended. There is no any guarantee that any stranger can not have access to such files.
