It is musta\u1e25ab (recommended) to congratulate the parent of a new born baby as mentioned by Imam Nawaw\u012b (d. 676\/1277) in al-Adhk\u0101r (p. 289) and \u1e24\u0101fi\u1e93 Ibn al-Qayyim (d. 751\/1350) in Tu\u1e25fat al-Mawd\u016bd (p. 27). It is mentioned in authentic narrations that the Prophet \ufdfa would supplicate and seek blessings for the new born baby. For example, when \u02bfAbd Allah ibn al-Zubayr (d. 73\/692) (may Allah be pleased with him) was born, the Prophet \ufdfa supplicated and sought blessings for him (\u1e62a\u1e25\u012b\u1e25 al-Bukh\u0101r\u012b, 3909). Similarly, when Ab\u016b M\u016bs\u0101 al-Ash\u02bfar\u012b (d. 44\/665) (may Allah be pleased with him) had a baby, the Prophet \ufdfa supplicated for blessings for him (\u1e62a\u1e25\u012b\u1e25 al-Bukh\u0101r\u012b, 5467).
\nSeveral supplications are found in the books of \u1e25ad\u012bth:
\n(1) The most authentic supplication has been transmitted in Musnad al-Bazz\u0101r (7310):
\n\u0628\u064e\u0627\u0631\u064e\u0643\u064e \u0627\u0644\u0644\u0647\u064f \u0644\u064e\u0643 \u0641\u0650\u064a\u0652\u0647\u0650 \u0648\u064e\u062c\u064e\u0639\u064e\u0644\u064e\u0647\u064f \u0628\u064e\u0631\u0651\u064b\u0627 \u062a\u064e\u0642\u0650\u064a\u0651\u064b\u0627<\/strong>
\n\u201cMay Allah instil blessings in him for you and make him righteous God fearing.\u201d
\nAll the transmitters of this chain are thiqah (trustworthy) as affirmed by \u1e24\u0101fi\u1e93 Haytham\u012b (d. 807\/1405) in Majma\u02bf al-Zaw\u0101\u02beid (9: 261). It is also worth noting that this narration is marf\u016b\u02bf (attributed to the Prophet \ufdfa), unlike the two narrations below.<\/p>\n

(2) There is another supplication narrated from some t\u0101bi\u02bf\u016bn (followers of companions):

\n\u201cMay Allah make him blessed for you and for the nation of Mu\u1e25ammad \ufdfa.\u201d
\nThis supplication has been transmitted from Ayy\u016bb al-Sakhtiy\u0101n\u012b (d. 131\/748-9) in al-Nafaqah al\u0101 al-\u02bfIy\u0101l (202), al-Du\u02bf\u0101\u02be (946) and Hilyat al-Awliy\u0101\u02be (3: 8). The same supplication has also been narrated from \u1e24asan al-Ba\u1e63r\u012b (d. 110\/728) in al-Du\u02bf\u0101\u02be (945). Both narrations are \u1e25asan (agreeable).<\/p>\n

(3) A third supplication has been transmitted from \u1e24asan al-Ba\u1e63r\u012b (d. 110\/728):

\n\u201cMay you thank The Giver, may you be blessed in the gift, may the child reach the maturity of years, and may you be granted its righteousness.\u201d
\nThis narration from \u1e24asan al-Ba\u1e63r\u012b has been transmitted in Musnad \u02bfAl\u012b ibn al-Ja\u02bfd (3398) and via it in al-Nafaqah al\u0101 al-\u02bfIy\u0101l (201) and al-K\u0101mil (8: 395). However, this narration is extremely weak because of Haytham ibn Jamm\u0101z, a repudiated transmitter (al-K\u0101mil, 8: 395; M\u012bz\u0101n al-I\u02bftid\u0101l, 4: 319; Lis\u0101n al-M\u012bz\u0101n, 8: 352). The narration has also been transmitted in T\u0101r\u012bkh Dimashq (59: 276) via another chain with a slight variation in the order of the phrases. However, the narration is also weak due to Kulth\u016bm ibn Jawshan, a weak transmitter (al-Jar\u1e25 wa al-Ta\u02bfd\u012bl, 7: 164; Tadhkirat al-\u1e24uff\u0101z li Ibn al-Qaysar\u0101n\u012b, p. 412; Tahdh\u012bb al-Kam\u0101l, 24: 201).
\nNevertheless, scholars who have cited this supplication include Imam Ibn Qud\u0101mah (d. 620\/1223) in al-Mugn\u012b (9: 464) and \u1e24\u0101fi\u1e93 Ibn al-Qayyim (d. 751\/1350) in Tu\u1e25fat al-Mawd\u016bd (p. 29). Imam Nawaw\u012b (d. 676\/1277) also cites this supplication in al-Adhk\u0101r (p. 289) with a slight variation in the wording and adds the following based on the Prophetic advice to return a favour (Sunan al-Tirmidh\u012b, 2035; \u1e62a\u1e25\u012b\u1e25 Ibn \u1e24ibb\u0101n, 3413):

\n\u201cAnd it is recommended [for the parent] to reply to the person congratulating and say: May Allah bless you, and shower His blessings upon you, or [say:] may Allah reward you well and grant you its like, or [say:] may he reward you abundantly, and similar to this.\u201d
\nIn conclusion, it is desirable to congratulate the parents of a new born baby and seek Allah\u2019s blessings for the child. It is preferable to use the first supplication cited above. However, this is not necessary and one will be rewarded for invoking blessings through the other two phrases or indeed any other similar phrase.
